Am i wrong

Today, i manage to get the PTN fund claimed.. but i still need to wait for a period of time b4 we can get the money. i discuss with my friend and decided to make it a cost of $20 or $10. it is cheap man.. i reduce to this amount so that it will be cheap and also we can balance up everything. but someone say that we should make it $22 and $12 in case of shortage.. What i done is it Wrong ? SO COnfuse now
